Thanks for raising the question here on the Community site, however I am aware that you picked this up with our Support team too, and understand that the case has now been closed.
As a summary for others who might come across the same issue, the 'error reading email config response' was an error being returned in the Schedule Monitoring screen, which was only impacting specific reports that had been scheduled.
The cause of the issue was found to be due to Charts being included in the report that contained empty data value, which we had identified as a software bug some time ago.
The version being used by your customer was a quite old version (2022_01), whilst the software bug had been addressed in our 2022_07 release and therefore the advice provided was to upgrade to that version (at least), or ideally a much more recent version - which you can always find at https://panintelligence.atlassian.net/wiki/spaces/PD/pages/1257373697/Product+R
